Numbers prove impact. Stories make people care about impact. You need both.

Impact Measurement Framework

Design an impact measurement framework for:

Organization: [Community development nonprofit]
Programs: Job training, financial coaching, small business incubator

Framework structure:
1. THEORY OF CHANGE
   - What change are we trying to create?
   - What activities lead to that change?
   - What are the intermediate steps?
   - What evidence supports this theory?

2. OUTCOME HIERARCHY
   For each program, define:
   - Outputs (activities completed, people served)
   - Short-term outcomes (knowledge, skills, behavior change)
   - Intermediate outcomes (employment, income, assets)
   - Long-term outcomes (economic mobility, community vitality)

3. MEASUREMENT PLAN
   For each outcome:
   - Indicator (what you measure)
   - Data source (where the data comes from)
   - Collection method (survey, admin data, assessment)
   - Frequency (when you collect)
   - Target (what success looks like)
   - Baseline (where you started)
